"0.3" would cause weapons to degrade at 30% of normal speed, for example. If you wish to slow weapon damage as opposed to disabling it entirely, you may use a decimal number. I was there, I saw it happen with my own eyes. It is NOT a cheat, and I'm really getting tired of this new generation of players telling everybody that it's cheat when they weren't even there. This little fix using that line in the user.cfg file was announced by the developers with one of the patches as a workaround to fix the problem.

As I recall I think they basically closed their doors at that point due to financial issues. They made several announcements that weapon degradation was broken and even tried to fix it with a patch, but couldn't fix the problem. I was in the Looking Glass message board in the late 90s when this game was released, and the developers even answered a few of my questions. Why don't you spawn in more ammo or max out all stats while you're at it? This dumb workaround is essentially cheating. There's also the Tier 2 PSi power Anti Entropy.
